Tried to do a little solving, but i guess no ammount of break will help me. So, i'm still here - think i have all the clues, but of course if it was so easy i'd be long gone. Frequencies, resistances, codes, letter switching - nothing. I guess i don't need to take a step back to previous levels, but i'm in a loss of what to do now.

I have found many uses for the frequency listed. From Computers to Finnish Railways to the US Government there is a lot of info on the web, and some of the sites listening in on government airways scare me. Can you help narrow my search?

Hmmm the number and the source hint both lead to the c...r s......m. But i dont know from there. The oscilloscope in the picture is more than likely important, but how? I dont know. Any hints?

Now for the hint: you being able to grasp the CS thing is near 80% of the riddle. What's important about the oscilloscope is the number. It'll determine the thing you are seeking inside the CSs.
